Preamble

We, the concerned citizens of the Federal Republic of Nigeria, recognizing that the National Assembly is the constitutional backbone of democratic governance, and acknowledging the progressive decay of legislative integrity, accountability, and independence, hereby establish the National Assembly Rescue Movement (NARM) as a civic, nonpartisan, people-powered initiative dedicated to restoring the legislature to its rightful place as the guardian of the Nigerian people.

Article 1Name and Identity

The name of the movement shall be The National Assembly Rescue Movement (NARM).

Article 2Nature of the Movement

  1. 1.NARM is a citizens' movement, not a political party.
  2. 2.NARM does not endorse candidates or political parties.
  3. 3.NARM promotes civic education, legislative accountability, and democratic reform.

Article 3Purpose and Objectives

NARM exists to:

  1. 1.Restore integrity, competence, and accountability in the National Assembly.
  2. 2.Educate citizens on legislative powers, duties, and oversight functions.
  3. 3.Promote transparent, credible, and people-centered representation.
  4. 4.Advocate for an independent and functional electoral process.
  5. 5.Support civic-minded Nigerians who demonstrate integrity and competence to pursue legislative service.
  6. 6.Strengthen public participation in democratic processes.
  7. 7.Demand adherence to constitutional responsibilities by all public officials.

Article 5Membership

  1. 1.Membership is open to all Nigerians aged 18 and above.
  2. 2.Members must commit to NARM's values and code of conduct.
  3. 3.Membership shall not be restricted by ethnicity, religion, gender, or political affiliation.

Article 6Structure

NARM shall operate through:

  1. 1.National Coordinating Council
  2. 2.State Chapters
  3. 3.Local Government Units
  4. 4.Diaspora Chapters
  5. 5.Thematic Working Groups (e.g., Oversight, Civic Education, Electoral Reform)

Article 7Decision-Making

  1. 1.Decisions shall be made through consensus where possible.
  2. 2.Where consensus fails, a simple majority vote shall apply.
  3. 3.All decisions must align with NARM's values and objectives.

Article 8Funding

Funding shall come from:

  • Voluntary donations
  • Grants from nonpartisan civic organizations
  • Crowdfunding initiatives

NARM shall not accept funds from political parties, political candidates, or government contractors.

Article 9Financial Accountability and Management

  1. 1.Strict Financial Accountability: All financial activities of NARM shall be conducted with the highest standards of transparency, honesty, and public trust.
  2. 2.Financial Management Team (FMT): NARM shall establish a Financial Management Team composed of high-integrity, professionally qualified Nigerians with proven records in finance, auditing, compliance, or public accountability.
  3. 3.Qualifications for FMT Members: Members must demonstrate:
    • Unquestionable integrity
    • Professional competence in finance, accounting, or auditing
    • Independence from political influence
    • A history of ethical conduct and public trust
  4. 4.Responsibilities of the FMT:
    • Maintain accurate and up-to-date financial records
    • Oversee all donations, grants, and expenditures
    • Ensure compliance with NARM's funding rules
    • Publish quarterly financial reports accessible to the public
    • Conduct internal audits and commission external audits annually
  5. 5.Transparency Requirements:
    • All financial reports shall be publicly available on NARM's official platforms
    • All donations above a threshold set by the National Coordinating Council must be disclosed
    • No anonymous or untraceable donations shall be accepted
  6. 6.Prohibited Financial Practices:
    • Misappropriation or diversion of funds
    • Acceptance of funds from political parties, candidates, or government contractors
    • Undisclosed financial transactions
    • Personal use of NARM funds
  7. 7.Sanctions: Any member found violating financial rules shall face disciplinary action, including suspension, expulsion, and referral to appropriate legal authorities.

Article 10Code of Conduct

Members shall:

  • Uphold truth and integrity
  • Avoid hate speech or incitement
  • Respect differing opinions
  • Promote peaceful civic engagement
  • Avoid partisan campaigning under the NARM banner

Article 11Amendments

This Constitution may be amended by a two-thirds majority of the National Coordinating Council.
